What Catapult is, and what we are not

Being straight about this saves everyone time. Employers comparing HR outsourcing providers are usually looking at three different business models, and only one of them is ours.

We are not a PEO

A professional employer organization co-employs your staff under its own tax ID and becomes a joint employer of record. Providers such as TriNet, Insperity, and ADP TotalSource work this way. If you want to hand over employment itself, that is a reasonable choice, but it is not what we do. With Catapult there is no co-employment.

Payroll without co-employment

A PEO bundles payroll by making itself a joint employer. We keep the two separate. Catapult payroll is its own service line covering processing, multi-state tax filing, garnishments, and W-2 preparation, while your employees remain entirely yours. Take HR outsourcing, payroll, or both, and if you would rather keep your current provider we integrate with it.

We are practitioner-led HR

What we sell is judgment: senior practitioners who handle investigations, compliance, handbooks, COBRA, and workforce planning. We answer the hard questions, the ones where getting it wrong costs you a claim, a fine, or a good employee.

Some clients take HR outsourcing and payroll together. Others keep an existing payroll provider and add Catapult on top for the HR expertise. Both combinations are common and both work well.

What is HR outsourcing (HRO) and who is it for?
Human resources outsourcing is when a business partners with an external provider to manage some or all of its HR functions. It suits employers of any size that want to reduce administrative burden, stay compliant, and free internal resources for growth. HRO is a common fit for companies with no dedicated HR leader, a one-person HR team, or an HR department stretched across multiple states.
What is the difference between HR outsourcing and a PEO?
With a professional employer organization, your employees are co-employed under that provider’s tax ID and it becomes a joint employer. With HR outsourcing, your employees stay on your payroll and under your brand, with no co-employment. You keep full control of employment decisions while we handle the execution. Employers who want expert HR support without giving up employer of record status usually choose HRO.
How does an administrative services organization (ASO) compare?
An ASO handles payroll administration and benefits administration without co-employment, which puts it closer to HRO than a PEO is. The difference with Catapult is what sits on top: senior practitioners doing advice, employee relations, and compliance, not just transaction processing. We can run payroll too, as its own service line, or work alongside the provider you already have.
Do you process payroll?
Yes, as a separate service line. Catapult payroll covers processing and direct deposit, federal and state tax calculation and filing, W-2 and 1099 preparation, new hire reporting, multi-state tax registration, garnishments, and ACA reporting, with a dedicated payroll specialist rather than a call center. See payroll services. It is not bundled into an HR outsourcing scope by default, so you can take HR outsourcing, payroll, or both. If you would rather keep your current provider, we integrate with most common payroll and HRIS systems.
Do you administer COBRA?
Yes, and it is a full service rather than a referral: eligibility tracking, notices inside federal deadlines, premium collection and remittance to your carriers, participant enrollment support, FSA considerations, and audit-ready reporting. This is the benefits administration work we do handle.
Which HR functions can we outsource?
As much or as little as you need. Common scopes include investigations, compliance and policy monitoring, handbooks, COBRA, onboarding and offboarding, performance management, HRIS and HR software selection, workplace safety, and talent acquisition. Many clients start with one function and expand.
Do you cover workers’ compensation and workplace safety?
Yes. We advise on workers’ compensation and workplace safety as part of a broader risk management scope. That covers policy design, manager training, incident documentation, and the workers’ compensation questions that arise around injury, leave, and return to work.
Will we lose control of our HR?
No. You keep full control over every employment decision. We act as an extension of your team, handling execution while you set direction and strategy. Nothing changes about who employs your people.
How is this different from general HR consulting?
Our HR consulting work is typically project based: an assessment, a policy build, an investigation. Outsourcing is ongoing, with a named consultant carrying the function week to week. Many clients begin with HR consulting services and move to an outsourced arrangement once they see how much of the load it lifts.
