Why it matters here

HR training challenges facing Cleveland teams

Cuyahoga County runs on small employers: 31,496 establishments, and 93 percent of them have fewer than 50 people (Census County Business Patterns, 2023, retrieved 2026-07-27). At that size there is no HR office down the hall. The manager on the floor is the compliance program, and training that manager is the control that scales.

Ohio employment context

HR compliance for Ohio employers

Ohio does not require private employers to provide harassment prevention training. Ohio Revised Code Chapter 4112 prohibits employment discrimination and harassment at employers with 4 or more employees, a lower bar than federal Title VII’s 15, and is enforced by the Ohio Civil Rights Commission. Ohio employers generated 2,892 EEOC charge receipts in fiscal year 2025 (EEOC Table E1b, FY 2025, retrieved 2026-07-27), and a charge can be filed with either agency. With no statute setting a training standard, federal case law does: under the Faragher and Ellerth decisions, an employer that shows a genuine policy and documented supervisor training holds an affirmative defense to supervisor harassment claims. For Cleveland employers, Catapult’s instructor-led online sessions build that documentation without travel.

Local industries

Training for Cleveland’s key industries

Cuyahoga County’s private payrolls concentrate in Health Care (128,640 jobs), Manufacturing (63,761), Hospitality and Food Service (54,867) and Retail (54,043) (BLS Quarterly Census of Employment and Wages, 2025 annual averages, retrieved 2026-07-27). Each sector generates its own people problems, and the course catalog maps to them.

Hospitality & Food Service

3,202 establishments in Cuyahoga County (BLS QCEW, 2025). Tips, late shifts and guest conduct make this the sector where complaints surface first.

Retail

3,979 establishments in Cuyahoga County (BLS QCEW, 2025). Young, seasonal workforces put coaching and scheduling judgment on the store manager.

Health Care

Average pay $74,580 in Cuyahoga County (BLS QCEW, 2025). Licensure, mandatory reporting and 24-hour scheduling make supervision a technical skill here.

Manufacturing

1,777 establishments in Cuyahoga County (BLS QCEW, 2025). The best machine operator becomes the shift lead, and nobody teaches the people half of the job.

Cleveland HR training questions

Who enforces workplace discrimination law in Ohio?

The Ohio Civil Rights Commission enforces Chapter 4112 statewide, and the EEOC’s Cleveland Field Office handles federal charges for northern Ohio. Ohio produced 2,892 EEOC charge receipts in fiscal year 2025. Charges can be dual-filed, which is why documented policies and trained supervisors matter in either process.

Leadership and management, harassment prevention and compliance, professional development, technology skills and HR certification prep, live online or privately on-site. The frontline-management and compliance courses track the people issues health care employers around Cleveland deal with every week.

Yes. Most Catapult courses are approved for HRCI and SHRM recertification credit. Both bodies require 60 credits on a 3-year cycle, so a regular course cadence keeps HR professionals current, and every attendee gets a completion record.
