The Colorado Anti-Discrimination Act covers employers of every size and is enforced by the Colorado Civil Rights Division. The standard tightened in August 2023, when the POWR Act (SB 23-172) removed the old severe-or-pervasive test, so unwelcome conduct based on a protected class can now be unlawful harassment well before it becomes extreme. That makes early, documented manager training more valuable, not less. Colorado employers also generated 1,290 EEOC charge receipts in fiscal year 2025 (EEOC Table E1b, FY 2025, retrieved 2026-07-27), on top of state filings. Under the federal Faragher and Ellerth decisions, a genuine policy plus documented supervisor training gives an employer an affirmative defense to supervisor harassment claims.
