California employment context

HR compliance for California employers

California employers with five or more employees must provide harassment prevention training: two hours for supervisors and one hour for non-supervisory employees, within six months of hire or promotion and every two years after. The requirement is set by Government Code section 12950.1 established by AB 1825 in 2004 and extended to smaller employers by SB 1343 in 2018 and enforced by the California Civil Rights Department. Seasonal and temporary staff must be trained within 30 calendar days of hire or 100 hours worked, whichever comes first, and live interactive webinar training satisfies the law. California employers also generated 4,750 EEOC charge receipts in fiscal year 2025 (EEOC Table E1b, FY 2025, retrieved 2026-07-27), so keep completion records for every employee. Catapult runs SB 1343-compliant sessions live online, so Fresno teams hit the two-year deadline without leaving their desks.

Training for Fresno’s key industries

Four sectors dominate hiring around Fresno: Health Care, Agriculture, Retail and Hospitality and Food Service together account for 196,703 of Fresno County’s 349,314 private-sector jobs (BLS Quarterly Census of Employment and Wages, 2025 annual averages, retrieved 2026-07-27). Their people problems differ, and so does the training they need.

Hospitality & Food Service

32,955 jobs in Fresno County (BLS QCEW, 2025). High turnover and tipped roles mean new supervisors are always in the pipeline.

Health Care

84,491 jobs in Fresno County (BLS QCEW, 2025). Round-the-clock scheduling, FMLA tracking and accommodation requests keep managers busy.

Agriculture

40,427 jobs in Fresno County (BLS QCEW, 2025). Seasonal hiring and field supervision create HR needs that standard handbooks skip.

Retail

38,830 jobs in Fresno County (BLS QCEW, 2025). Seasonal staffing swings and young workforces put basic supervisor skills at a premium.

Fresno HR training questions

Who enforces harassment prevention training rules in California?

The California Civil Rights Department (CRD), formerly the Department of Fair Employment and Housing. CRD can order employers to comply with Government Code section 12950.1 and publishes the official training standards. Fresno employers should keep completion records for every employee in case of a CRD inquiry.

Yes. Every session is live online and open to anyone in California. Sessions are scheduled on Eastern Time and Fresno is on Pacific Time, 3 hours behind Eastern, so a noon Eastern start is a 9:00 AM seat locally. In-person seats exist only in Charlotte and Raleigh, North Carolina; everywhere else attends virtually.

The catalog covers leadership and management, harassment prevention, professional development, technology skills and HRCI and SHRM certification prep. For Fresno employers, demand concentrates where local employment does: health care accounts for 84,491 jobs in Fresno County (BLS QCEW, 2025 annual averages).

Nearly all. HRCI and SHRM approval is listed on each course page, and completion certificates document your hours. If your team holds PHR, SPHR, SHRM-CP or SHRM-SCP credentials, Catapult sessions slot directly into their recertification plans.

Yes, and it is often the better fit for cohorts of 10 or more. Catapult runs private sessions for Fresno employers live online or on-site, scheduled around shifts and time zones, with the same HRCI and SHRM credit and completion records.
