Training must meet or exceed the model published by the New York State Department of Labor and the Division of Human Rights, and online delivery qualifies only when it is genuinely interactive. New York City employers with 15 or more employees carry an additional annual training requirement under Local Law 96 of 2018, enforced by the NYC Commission on Human Rights.
