Chicago employers carry two layers of mandatory training. Statewide, the Illinois Human Rights Act (775 ILCS 5/2-109) requires every employer with employees working in Illinois to provide sexual harassment prevention training to all employees at least once a year, enforced by the Illinois Department of Human Rights. Chicago’s Human Rights Ordinance adds its own requirement: since July 1, 2022, employers with workers in the city must provide 1 hour of sexual harassment prevention training for employees and 2 hours for supervisors and managers each year, plus 1 hour of bystander intervention training, alongside a written policy. The Chicago Commission on Human Relations enforces the city rules on a July-through-June cycle. Illinois generated 5,180 EEOC charge receipts in fiscal year 2025 (EEOC Table E1b, FY 2025, retrieved 2026-07-27), the most of any state in the region.
